  4.     The Royal Canadian Mounted Police are a much loved national
  5. symbol. But a proposal by R.C.M.P. Commissioner Norman Inkster
  6. to make their trademark flat-brimmed dress hat optional for
  7. Sikh recruits, whose religion demands they wear turbans, is
  8. pitting traditionalists against civil rights advocates and the
  9. immigrant community.

  11.     The R.C.M.P. wants to increase its minority recruits. Less
  12. than 1% are members of such non-European groups as Asians and
  13. blacks, who constitute 6.3% of the population. The Justice
  14. Department has concluded that the hat requirement discourages
  15. Sikhs from joining the force and would probably fail a court
  16. challenge. But Alberta housewife Dot Miles, 62, a self-described
  17. "caring Canadian," and her two sisters gathered 150,000
  18. signatures on petitions to retain the dress code, and
  19. sympathetic legislators presented the results to Parliament.

  21.     Fearing that racism is involved, Sikh leaders point out
  22. that turbaned Sikhs served in the British army in two world wars
  23. and now work in many Canadian police forces. After seven months'
  24. study, the government has still not decided whether the Mounties
  25. will get their turbaned men.
